    I've reviewed the Q&A, PHP manager on codeplex and install manual on php.net and haven't resolved the 500.19 with this details:

    Module CustomErrorModule
    Notification SendResponse
    Handler PHP_via_FastCGI
    Error Code 0x80070021
    Config Error This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".
    Config File \\?\C:\inetpub\wwwroot\AmericaSpring\web.config

    I would appreciate any troubleshooting assistance. Thank you.

    Is there a section of the PHP.INI file that needs changing?
