Proprietary ODBC driver implementation fails with specified driver could not be loaded due to system error -529697949

Hello,
We are developing a proprietary ODBC driver for our product. The driver is implemented without setup routines. I've done the installation manually and created the DSN manually using the registry entries. Now when I use the driver for the first time using excel to pull the data, MSQRY32.exe is able to connect, get the table and column metadata. Once I choose the columns the query will be fired successfully and data is rendered in the excel spreadsheet.
Here comes the problem. If I use the driver again from the same spreadsheet, the MSQRY32 is able to fetch the metadata and I could see the query is fired successfully and fetch also happens. But when the control goes to MSExcel to render the data, it fails with the above mentioned error.
Appreciate if someone can take a look at it and let me know if there are any known issues or work around for this problem.
Environment I'm using:
OS -> Win 7 SP1 x64
ODBC Driver -> 32-bit.
EXCEL 2010 -> 32-bit.

What ODBC driver you are using? Where is the error message prompted?
