Cannot get SQL Server CE 3.5 to work with Visual Studio 2010

Ok so I have Visual Studio 2010 professional, and when it was installed apparently nothing for SQL Server CE 3.5 was installed with it.
I've been trying to install it to use in VS 2010, but all the posts I've found on how to do it say download the SSCERuntime_x64-ENU and SSCERuntime_x86-ENU for Windows 7 64 bit which I did. In fact I've done many other things I've found in posts as well, but it seems there are no definitive (non-vague) directions that I can find for getting the dlls to work in VS 2010. All posts I find just seem to say that you install this, this and this and some magic happens that makes it work suddenly, which is never the case.
I also can not get it to add the option to add SQL Server CE 3.5 as a data source to a project. Everything I've tried doesn't seem to fix this.
Anyone have some advice or some kind of directions for getting the libraries for SQL CE 3.5 working in VS 2010 and to be able to add it as a datasource .sdf file to a project? Any help would be much appreciated as I seem to be lost as to how get this working.

Hello,
Please have a look at MSDN SQL Server Compact 3.5 and Visual Studio, which tools/installer you need for utilizing SQL Server Compact 3.4 in VS 2010.
