Best practice to place a Compact Database and can be accessed through basic user rights on XP and Vista?

Hello,

Could you give us the best practice to place a SQL Compact Database and can be accessable through basic Users rights of users on XP and Vista?

We placed the compact database on installed location and can not be accessed the database from basic User rights login on XP. The Application message says "encounted an exceptional situvation". We supect the windows permission issue. Could you guide where to place the compact database to access all windows users?
