Web.config targetFramework error

Question

Unrecognized attribute 'targetFramework'. Note that attribute names are case-sensitive.

This is happening for my Azure project. I'm building the package via cspack. I'm choosing Windows 2008 SP 2 for the OS.

Why would Azure freak out about the target framework?
