Hybrid Local Search Solver Documentation

Can you point me to some explanation of how the hybrid local search solver works? Is it a standard stocastic hill climbing algorithm or is it a custom/new MS idea? How does it work, roughly?

Do you have any document (paper) that describe this solver (HLS)?
