I'm not sure this is the correct forum for this type of question,
Nevertheless, based on an experience I gained my self, c# would be a preferred language for such a site

That's what i meant but i don't know c#. iv programmed using java, javascript, php and sql.

Silverlight works with MS .net languages, maybe J# could be a direction you could take in that case
It can also integrate with javascript and php but only as a hosted object in a web page
