Silverlight causes my computer to freeze

Question

When I install Silverlight and then click on a video,  a dialog box comes up asking if I want to allow silverlight.configuration.exe to modify my system. At that point my system freezes completely. I can not check allow or do not allow. I am using Windows 7 Ultimate. I have unistalled Silverlight and reinstalled it multiple times and the same thing occurs each time I click on a video file.
