SharePoint isn't too keen on IP Addresses in url's. It makes use of host headers and DNS names for a lot of its logic (ie. determining what site your trying to access and such like). Can you access the server using a netBios name or something similar?

I set DNS and IP for my server and I register domain and set ns to this ip .
I load my site by domain and ip . no problem this . when I load my site by ip or domain in internet , I login the site and have my security that I develop it but when I start workflow (in this way login) face by this error .
when I login by localhost no problem and access to all Features. I can start workflow and  work easily .
    please test it with this IP : 193.178.202.54 , user : UTest , password : UTest@myportal
please login to my site and tets it .
I create Letters Library and create new letter . please start work flow 'Approval letter' and test it .
thank you for your track .

When I login to your site I can enter the username and password but the page is not displayed (I'm getting a 404 error)

Are you saying that even if you access your site using a domain name (ie. http://mytestdomain), it's still giving you the error but with the domain name in it (ie. The operation failed because the following URL does not correspond to a Share Point site collection: http://mytestdomain/_layouts/IniWrkflIP.aspx )?

How have you implemented yoru secuirty?
