I have been thrown into the SharePoint blender with no support to look to. What I need to know is why the "Rich Text Editor" does not appear when I select it during the process of adding a web part? What comes up is the HTML editor. The SharePoint Administrator at HQ is out for another two weeks (having a baby) and no one has been able to tell me why this is happening.

I therefore humble myself in front of the SharePoint community looking for a Guru or Hero to come to my aid. I would greatly appreciate a solution or even a suggestion to look at a page in a manual, an article on the web, or anything that can help to resolve my problem.

Rich text editor are normally associated with Content Editor web parts. if you Modify the web part you should see a Button "Rich text editor" in Web part properties. Rich Text editor opens in a new pop up window.
If you can't you are lacking required permissions. Check contribute Permissions...
