QuestionIs there any way to impose the personalized page of the administrator to all the members?

(Posted on behalf of Alex F. Lazar who had two different questions in the same post. The text below is his text)

    (Same intro para)

Our client has an Axapta system (3rd party) through which they manage their users. The users can be members of different communities (over 100). They use the Axapta system to automatically create a Meeting Workspace for each community in a SharePoint site collection and add the users to groups of these workspaces. To create the workspaces I have provided them with a site template.

    (Second question from previous post)

The basic meeting workspace has only one page "default.aspx ". The workspace has an administrator and several members. Now the client does not like the members to be able to customize their page layout so I have created a new permission level for the members where I have UNchecked the "Add / remove personal Web Parts " and the "Update Personal Web Parts " rights. I've applied this level to the members group, but some members keep having their own layout of the page with specific web parts.

Is there any way to impose the personalized page of the administrator to all the members and not let them change it? What I need is that every time the admin changes something, it should be instantly visible to all the members. Am I doing something wrong when setting the rights?
