Excel Services Error MOSS 2k7

Question

Whenever I try to open a webpart to an Excel Workbook I always get an error.  I searched through the logs and this looks to be the one.

Could not generate encryption info. Exceptin was: System.NullReferenceException: Object reference not set to an instance of an object.    

at Microsoft.Office.Excel.Server.WebConfigEncryptionUtility.GetKey()     at Microsoft.Office.Excel.Server.EncryptionUtility.GetCurrentAlgorithm()






Any Help would be appreciated.  Thanks

Go back to basics. Is the library trusted in the Excel Services configuration?
