In Sharepoint 2010, 14 hive folders can be directly added to the Project.
How is the 12 hive folders added to the project in MOSS 2007? I have created feature folder which i want to place in the 12 hive template/feature.

Ignore the above post, this is possible. The DDF and Manifest file contain locations to the 12 hive (root).
Are you using any tools to create your solutions ie STSDev, VSeWSS, WSPBuilder?
If not I suggest you look at using WSPBuilder, for example here's a article about folders in WSPBuilder. http://www.michaelbowersox.com/2009/01/28/wspbuilder-folder-structure/ and http://www.greggalipeau.com/category/sharepoint/wspbuilder/

Programmatically you can get the 12 hive folder using the below function
SPUtility.GetGenericSetupPath
example of getting the 12 hive features folder: SPUtility.GetGenericSetupPath(@"TEMPLATE\FEATURES")
