    When you create a default dataview list it has a sort bar on the top. (ListViewWebPart)  Each column has the header name and when you click on the name it will sort all the entries of the listview. 

    Is there a way thru Sharepoint designer to create a dataview listview from scratch and have that sort bar on top?

    If you go to the properties of the dataview in SPD, you should be able to get that option available. I can't remember the exact name of the option, but it's in the first tab of the properties window of the dataview.
