Disable export to excel?

Question

Anyone know how I can disable any way for users to have a copy of list data when they are on view only?  Seems crazy to me that the OOB view only permission level says it doesnt allow the downloading of files, but it lets users export to Access or Excel.  Any advice would be greatly appreciated.
