Timestamp with Utc?

Wednesday, November 25, 2009 7:02 AMObservable.Timestamp() has DateTimeKind.Local, is it possible to get Utc?
Utc has better performance and no DST: http://blogs.msdn.com/clrperfblog/archive/2009/09/08/computing-time-in-net.aspx
