KB2654644 appears evil (or at least, excessively ambitious)

Question

Background: WES7, x64, la de da, 

NO:  Packages -> FeaturePack -> Embedded Enabling Features -> Bootable Windows USB Stack

However, "Add applicable updates" will add:

Updates -> KB2654644 for Bootable Windows USB Stack.

I found some mention here:

Which states that kb2533552 is a prerequisite. I do not have that in my image at all.

The mystery starts here though. After 3 days of running fine, one day the test box booted and my USB devices wouldn't work at all...
