[Outlook 2013] Creaitng context menus on mailitems/folders

Question

How create context menus similar to the one in the diagram below.

i need on mailitems and folders too. is it true that ItemContextMenuDisplay
FolderContextMenuDisplay  are not there in the  object model for OUTLOOK2013.
