running win32 application on win64

Question

i have a win32 software IDE COBOL and it is a win32 app only problem is its installer is install shield 3.1 and as per till my knowledge the wow64 in win64 does not support install shield 3. i managed to run the app as it does not showed registry updation and while running the application as it is IDE software i was unable to save a new file created and receive error cannot create file.

the IDE can open a file and save as the same file in other name with same extension.
