Thank you for your post.
You don’t need to install .NET Framework manually.
Since Windows 7 is including .NET Framework 2.0 SP2, 3.0 SP2 and 3.5 SP1 by default.
Another hand, if you would like to develop your project via Visual Studio 2010, it is necessary to install .NET Framework 4 on your side.
