AnswerMarketplace signup credit card issues

    Hi,

We are having trouble signing up for market place. At the credit card processing stage we get this error:

    http://cid-a2fa7cd5c89d8639.skydrive.live.com/self.aspx/Public/marketfail.png

We have tried 6 different cards with no luck (3 Visa, 2 AMEX and 1 Mastercard). We have spoken to all the card issuers and they all say that they are not seeing authorization fails through there system which usuallly indicates that the fault lies on the merchants side. Any other reports of this happening? Is the alternates to card payment?

    Thanks,
    Nic

    Hi,

Please do the following checks :

    - The name on the card should match with the name of the individual
    - In the credit card page, the address should match the credit card billing address

If the user is an existing Live ID user that already has a billing relationship with Microsoft (e.g., thru XBOX), make sure user's commerce profile has accurate and complete information. To verify, please take the following steps:

    Ø  Go to http://billing.microsoft.com

Ø  Sign in with your Live ID that is associated with your credit card information

Ø  Under "Billing account overview", click on hyperlinked "Go to personal information"

Ø  In the next page, under "Your personal information" make sure every item is correctly filled and is accurate. If there is any piece of information that's missing or is inaccurate, please click on "Edit personal Information", add/modify the missing piece (including phone number) and save.

Ø  Try to sign up for Windows Mobile Marketplace again

For what market/country are you opening your Marketplace account?  Is it the United States or another country (I am assuming the United States since you mentioned the American Express card but I wanted to validate that assumption).

We are signing up in New Zealand (using NZ credit cards). AMEX is international :)

It appears that the site is localized for New Zealand as it quotes us "$170.00 (GST Included, if applicable)". $170 is about 99 USD and GST is the local equivilant of sales tax.

    Thanks,
    Nic

I heard only US credit cards were being accepted, but I'm not positive that's actually the case.

I live in the US and received the same or similar error, and the way around it was to create a new Live ID account and sign up with that account - worked flawlessly.

I'm hoping to get resolution on why I couldn't use my regular Live ID - who knows if it's messed up, since I've had it so long :)

    I hope that helps!

Also, Steve Bell (Senior Project Manager, Microsoft) suggests non-US participants try again in July, according to this thread:

I live in Canada and signed up for the Windows Mobile Marketplace on May 2nd 2009, and paid my registration fee (VISA). To only then realize that Microsoft is "...not ready to accept your Marketplace submissions. We will notify you as soon as the portal is ready to accept your applications."

What concerns me is that they still took my money, and left me waiting, with no mention of any date even when they would be ready for my submissions.

Additionally, starting from my May 2nd 2009 date, my subscription is ticking away for being registered, yet I can't do anything with it.

Will Microsoft reimburse me for this time that they keep me waiting until the Windows Mobile Marketplace store opens?

Should I raise bells to get my money back (or simply call VISA to cancel that transaction)?

Their F.A.Q doesn't help with any of this unfortunately.

Why let people sign-up and pay when they aren't ready for them?

That was in relation to US bank accounts. We have one of those.

To quote from that thread "At this time we are accepting applications from English markets only. We apologize for the inconvenience."

I am starting to wonder why they have openned it up if they are not ready for us :(

You're right, it's not clear on the Web site that Submissions aren't yet being allowed.

Of course, it's pretty clear the Marketplace isn't available yet, as evidenced by zero WM 6.5 phones being available to the public. 6.5 just want golden master and has been shipped to OEMs, so the resource kit couldn't possibly be available for development as of yet.

Just think - you're one of the first people to sign up :) You're also going to distribute apps anyway, so aren't you glad you're getting the vetting process out of the way now, before the swarm of developer apps when the Marketplace opens?

Yeah, the timing is a bit off between the Marketplace sign-up and the dev kit being available - and yes, I agree they should both have been available at the same time - but there's probably some internal reason for it.

Maybe the following text on the Marketplace tab should be updated, or a "beta" stamp should be marked on the Marketplace site with a clear disclaimer that you're finalizing everything:

In order to publish and distribute your applications on the Windows Marketplace for Mobile, you’ll need to create a vendor account with Microsoft. After your account is set up, you’ll be able to submit your applications for inclusion in the Marketplace catalog. Before you begin, take a moment to review the terms of the program.

Still, very much looking forward to submitting apps!

As of yet the marketplace rules are not finalized.  So as of yet a developer cannot yet ensure that his or her application conforms to the rules to the marketplace.

    Than why take my money?
Where is the service I just paid for?

I'm just really concerned that my subscription date is May 2nd, 2009, and by the time the Marketplace is ready for me, I would have already probably lost half my subscription time.  $99USD ($120CDN) is supposed to be for a yearly subscription, not a day, month, or half a year shorter.

Right now, I don't believe it was worth signing up early and getting sucked into the hype for Windows Marketplace when so much is still "TBD".
The Windows Marketplace team needs to do a much better job of this.  I have notified the MSDN support center of this as well.

To be fair, I'm absolutely sure the Windows Mobile Marketplace team is closely monitoring these threads. I know Microsoft listens closely to what developers have to say, and honestly does its best to tweak accordingly. As you said, this is the early stages. I, too, would like to see my $99 extended to start on the Marketplace's actual opening date. Let's see how it all plays out. Isn't it fun being an early adopter? :)

    Thanks for the heads up!

Might I suggest you post something in the FAQ on the sign-up site (developer.windowsmobile.com) so people have immediate access to this tip?
