- I am a developer in Greece and I want to join the WINDOWS MARKETPLACE. When I sign up I am asked for a 'Bank Routing Number'. I asked my bank but there is no such thing in Europe. Only in the US. Here we only have the Bic and the IBAN number. This is a mandatory requirement in the WINDOWS MARKETPLACE sign in form and thus I cannot procced. Please get back to me because I cannot continue with this bug.

- I was listening to a TechEd recording last night and heard something about some of the problems experienced by people outside the USA have been resolved. You might want to try it again today. Also note there's a new Smart Devices forum for the Marketplace at http://social.msdn.microsoft.com/Forums/en-US/mktplace/threads

Today I tried again.
The problem is still there. Even if I say I am from Greece it still asks for the 'Bank Routing Number' which we don't have in Europe.
The thing is that this is obligatory, without it - it wont continue.
Anyway I have put there nine zeros: 000000000 and it worked.
After that I was asked to pay 99$ with my credit card.
Everything is ok but the system have already indicated that the billing address of the credit card is from the United States and not from Greece that I have input in the previous step. This second error cannot let my register because it says that my address is wrong because its not in the United States (Which is right) but I cannot change the country to Greece!!
So I am in a dead end again!
What is the matter with this system??? Its so wrong...
The BIC and IBAN functionality is planned to be up and running in July, so feel free to register then. I'll also get this information documented better. Thanks for your enthusiasm to sign-up on the Marketplace!

I've already written in the German MSDN for Windows Mobile that only US CreditCards (Billingaddress) are accepted to checkout! So it is not possible for us to create an account!

If only US Credit cards are accepted and there is no other payment way (Paypal etc) then why let developers from other countries start to sign up in the first place? I see no logic on this. You should let only developers from the US because its more likely that none developer from another country to have a credit card with a US billing adress. - If it makes you feel any better currently you are not disadvantaged in being able to open a Marketplace Developer account yet. As things stand right now the Marketplace Guidelines/rules are not yet finalized so no applications can be submitted. The current draft of the guidelines is available for any one to download (with or without a Market Place account ) from https://developer.windowsmobile.com/resources/en-US/Application%20Submission%20Guidelines.pdf (Warning: PDF document).
So until registration is available to you now is a good time to familiarize yourself with the rules and the tools that will be used to test your application (Hopper, Application Verifier...).
Joel Ivory Johnson - Out of interest, does the Marketplace registration process allow Australian accounts? Also, as I do not qualify to be an actual "business" under Australian law (I do not turn over enough money), then how do I list my registrered business account name??

We allow Australian accounts. You can sign up as an individual by typing your full name in the Company Name field.

Microsoft - At this time we are accepting applications from English markets only. We apologize for the inconvenience.
Please stay tuned. We are working hard to enable all other countries (including Greece) for developer sign-up. This should happen around mid July.

We are located in Taiwan, ROC (BTW, MS might want to correct Taiwan, PRC to Taiwan, ROC) and do not have a Bank Routing number either. Our bank told us to try using the SWIFT Code instead, but it is not accepted by the registration form.
But from other posts it seems that even if we get past this step, we still might have problems with the credit card information.

Thanks, - Sorry to add to the complains, but I'm sorry to have to add Switzerland to the list of countries that do not have a Bank Routing Number, and do all money transfers with IBAN+BIC/SWIFT.
I'm also experiencing a very strange issue on the next step when trying to register a credit card...
The Windows Marketplace for Mobile forces "United State" as the country for any new credit card I try to add.
At the same time, billing.microsoft.com forces "Belgium" as the country for any new credit card...
Not only are they inconsistants, but both are wrong, as all my credit cards are in Switzerland.
This seems to be a bug experienced since years with the Xbox Marketplace, which decided that because my original LIVE profile on the first-gen Xbox was based in Belgium because I lived in Brussels at the time, I should never relocate and stay there forever...
And while my Switzerland credit cards used to work until a few weeks ago with the wrong country information, it seems the check is now in place and none of them can be used to renew Xbox Live subscriptions, XNA subscriptions, or register with the Marketplace for Mobile anymore.
I understand the Xbox Support have been talking about an issue with Xbox Live Marketplace content licenses when changing the home country, but while that is a poor excuse to force people to either never relocate or lose all the content they bought, along with gamerscore and history, by creating a new LIVE account, there is absolutely no reason to also force that country to be the only one we are allowed to have credit cards from ! Where abouts are you from rabbitdog? I *believe* there are some 36 countries supported now.
