Thanks for your interest in Messenger Connect.
Sounds like you haven't registered for Beta program. You must register for beta program, details are provided here:
http://msdn.microsoft.com/en-us/windowslive/ff769489.aspx
On this page, you click on the link "apply to join the beta" - fill out the survey form. Your application will be reviewed and once approved, you will receive an invitation to join the beta program.
Thanks for registering and your interest.

About how long does it take for approval to be granted?
Have you been accepted to the beta program yet? How long did that took? Should every application been accepted to? How long does that takes on average?I'am waiting for my join acceptance :).

I can't believe what a fiasco this seems to be... I too am having the exact same trouble that is described here in this thread. I also got the email saying I've been accepted to the BETA, but when I go to the website I get this same message:
This link https://connect.microsoft.com/messengerconnect/feedback doesn't work.

The content that you requested cannot be found or you do not have permission to view it.Microsoft... get your act together. Obviously there is an issue here that you are failing to address. I expect someone from Microsoft to get back to me and help me resolve this issue ASAP. This is really putting a blemish on your BETA release program.

We are adding new customers to the beta program on a regular basis, gradually ramping up our capacity. If you applied for the beta several weeks ago but haven't heard back from us yet, this probably means that you didn't provide enough detail in your application for us to prioritize you on the waiting list - feel free to re-apply and provide more detail about how you intend to use Messenger Connect.
If you received a mail saying that you were approved for the beta but cannot access http://manage.dev.live.com to register a new application, make sure you are signing in with the Windows Live ID that you provided in the beta sign-up form. This is often *not* your personal Windows Live ID or the same one used to access http://connect.microsoft.com because we recommend creating a new Windows Live ID specifically for managing app IDs so that if you leave the company, the Windows Live ID can be passed on to someone else. If you don't remember what Windows Live ID you provided here, send mail to mcsup@microsoft.com and we'll find it for you.
If you received a mail saying that you were approved for the beta but cannot access http://connect.microsoft.com/messengerconnect to file bugs, make sure you are signed in with the same Windows Live ID that you used when registering for the beta. The "Page Not Found" error means you are signed in with a different WLID. Please sign out and then try again. If you don't remember what Windows Live ID you used to register for the beta, you will need to re-apply for the beta.

Thanks Robert... I am guessing that I created a new account for which I'm not recalling... I will email as you have suggested to mcsup@microsoft.com.
I appreciate your prompt response.
