ie-9 Poor design

Question

I find the new forced website tab location at the top of the screen very cumbersome. This format becomes a pain and a source of building grief having to fly between the top (websites) and bottom tabs (documents) just to get work done. Yes the change costs only moments of time to work around but it is MY time that’s being stolen. I'm sure there had to be some discussion on this 'improved' but not desired feature--Does anyone have a contact email or website to voice concerns at?
