I could not download anything and error message will be shown (Internet has stopped working).

Try starting with add-ons disabled:

Start -> Programs -> Accessories -> System Tools -> Internet Explorer (no add-ons)

If that solves your problem, one of your add-ons is crashing.  Try uninstalling one or three.
