I installed IE8 and from the tools, selected the Developer Tools option. Then the Developer tools task  is added to the task bar. But the Page is not getting opened, so that I can change the compatible mode(IE8/IE7).

    Can anybody help here?

I have exactly the same problem. I'm running Windows 7 Ultimate RTM x64 and it doesnt work with 32 or 64 bit versions of IE8... I don't know what the problem could be at all.

    Was there a solution?

Yes, I have the same problem on Window 7 RTM 32bit too.

I could open the developer tools correctly before yesterday, but it crashed yesterday. I think I have changed nothing but debug my website.

Please paste the solution here if you know that. Thanks!

Not sure if this is the same problem I had, but if so, this worked for me:

    1. Close all of your IE Windows
    2. Delete the registry entry: HKCU\Software\Microsoft\Internet Explorer\IEDevTools\WindowPos

(optionally, type the following at a command prompt)

    reg delete "hkcu\software\microsoft\internet explorer\iedevtools" /v windowpos

    3. Open IE again.
    4. Press F12 to open the dev tools
