    We have setup offline connection with the HealthVault user i.e. completing the consent process.

    Is there a event we can subscribe such that if the HV user changes his/her live id to access the HV?

    How the HealthVault user authenticates to HealthVault is independent of your application.  Users may choose LiveId, Facebook, or OpenId.  That information is not shared with applications.
