How to setting a App access rule of personal record

Question

Dear Sir,

        Could anyone help me to setting a App access rule of person record? I already change access App setting rule(All of data for read, create, update, delete) of ACC, but it is not working.

How can I change personal record Apps access rule? Is have daily job for ACC Apps rules setting? or Is no relation between personal Apps and ACC Apps online/ offline access rule setting?

I already change ACC OfflineAccess-SDK SODA rule, but I still can't access all of Ping's data excluding "Height".

I can't offline access data(read, write,update, remove) with healthvault, but I already change ACC WildcatApp-771a3c8e-1d1a-4251-b2ff-17d88b965985  Offline rule.

I used debug modle and GetApplicationInfo back, there have count = 1 of online / offline. Also have  Read / Update / Create / Delete authority and targetSets = 99. I think I can get application information from ACC ruls setting.

But I can't access any data from personal record. I think that's why I always get "Access is decline".

So, I have quction. I already setting Online / Offline rule of this App. But still can't get personal record data back of the App? What's wrong of setting? or process between me and Microsoft? Should I pay for ppe environment and than setting App of ACC? Or daily job have some problem of background(every 30 minutes)? Or Some proble need to fix it?
