Windows 7 Ultimate x64 with all important patches.
I clicked on a download of one of the SQL 2008 products and Microsoft File Transfer Manager opened and asked for a folder to put it in. I selected one and the transfer did not start. MS FTM is sitting there with the file listed as Active and 0% transfered and a transfer rate of 0.0 KB/Sec.
I have no trouble in downloading files from other web sites without using a file transfer manager. What is going on here?

Make sure that you have full access rights to the folder you are downloading to. If possible do check that the folder doesn't have any spaces or special characters i know it sounds weird but i have witnessed the same situation but downloading to another folder (folder with only alphabets) worked.
You should also check if the word 'system' appears anywhere in the full path to the download location, the FTM will not start downloading the file. You'll need to change the path, or rename the offending folder in order to fix this.
