You can create RESTFul Services using .Net 3.5 WCF and consume it in ASP.Net 2.0 client
You can use WCF's webHttpBinding and Webhttp behaviour

You can also use WCF REST starter kit to start implementing RESTFul WCF Services. it can be downloaded from http://aspnet.codeplex.com/Release/ProjectReleases.aspx?ReleaseId=24644
