There are several services that can be used to do this. From Bing Maps there is the Bing Spatial Data Services and the Navteq data sources which have point of interest (POI) data for North America and Europe. Here is some documentation:

There is also the Bing Search SOAP API which is available here: http://msdn.microsoft.com/en-us/library/cc980922.aspx Note, I personally do not recommend using the old Bing Maps SOAP service. The REST services are much faster and have a lot more features.
There is also the Bing Search service which is available through the Azure Data marketplace: https://datamarket.azure.com/dataset/5BA839F1-12CE-4CCE-BF57-A49D98D29A44
