How to create pushpin mouse over infobox pop-up

Question

I know this is a simple question, however, I am very new to this.

I was just wondering how I can go about creating an event or function that causes an infobox to pop-up when hovering over a pushpin or waypoint.

I know that they show the code to add infobox mouse over events on the bing AJAX sdk, but I am still not sure on how to make it to where it does it over a particular pinpoint.

*Side question* I was also wondering how to set a pinpoint location using city, state rather than coordinates. Any suggestions would be great
