In the past, we have not cached the WSDLs on our end, but I am strongly considering doing so. The one question that immediately jumps to mind is: how often do the WSDLs change? Is it just doing upgrades? Is there any sort of notification and lead time when these will change?

Yes, any updates to the wsdl's are communicated well in advance, usually with a 6 month lead time. I would highly recommend caching the wsdl's, and using a local file-based approach.
