Any word on a program, that uses cross platform API's
and allows easy bulk uploads/changes/administration for PPC?

While we cannot endorse any specific tool, there are lots of them that have integrated to the adCenter API.  I did the following Bing search that should give you some starters:

Also, you'll want to make sure you hit a few of the sites out there that specialize in this sort of thing:

http://www.webmasterworld.com

Any of those will provide you with lots of opinions on the subject.  Also, if anyone would like to chime in on this thread as well... that'd be great too!
