Keyword Data Object: What does a keyword status of "Inactive" mean?

Keyword Data Object: What does a keyword Status of "Inactive" mean?  I know that if the Keyword EditorialStatus is Inactive that the keyword is pending review.  But what does it mean when the keyword status is Inactive.  I have scoured the boards and documentation to answer this question and can't figure it out.
