install of visual web developer 2010 fails

I have tried to install VWD 2010 on a xp pro sp 3 32bit system.
SQL express failed to install because of a dependency on .net framework 4.0
Tried to install .net Framework 4.0 and helpfully received a fatal error stating that .net freamework 4.0 is already installed. Later in the log it says .net FW 4.0 is not supported by this system. Then it says .net FW 4.0 is already part of this OS but turned off. WTF?
Checking add/remove programs I can see that .net framework 3.5 sp1 is actually installed.

We need more details to help you, etc. logs .
Please use http://aka.ms/vscollect to point to the collect.exe tool. This will survive any changes to the download URL that may happen in the future (especially important given the Internet's long-term memory).
After using it, you can find vslogs.cab from %temp% folder. Please upload the file to https://skydrive.live.com/ . Then when you right click the file your will get a "Share option". Then you will be able to share your file with that link.Please also use this tool http://blogs.msdn.com/b/astebner/archive/2008/10/13/8999004.aspx to verify .NET Framework 3.5 and 4 on your OS. Then please paste the first 15 and last 15 lines from your verification logs.
I'm confused about your description about .NET Framework error and VWD error. .NET 4 is not a default on Win XP SP3, when it is installer it do not need to be turned on. It is only a default feature on Win 8.
