Charts show Image Placeholder - How to Debug?

I have a webpage with 6 charts.  When the webpage is refreshed 4 of 6 charts show the image placeholder symbol instead of the chart.  If I refresh the page multiple times, different charts come and go.  How do I debug this behaviour?

I am experiencing the same issue with .NET 4.0 charts. It shows image placeholders for some of the charts, and it appears to be random. Interestingly, if I wait a bit and right-click "Show Picture" on the image it appears--it is behaving like the page is loading before the PNG file has a chance to render on the back end.
