Licensing and Distribution in Laymans Terms?

Is it free to use and deploy Microsoft Chart controls for commercial applications?

Nobody can sue or go after me?

From threads here and here:

"Same license applies to the chart as for the .NET Framework. In other words, you can use it for free in any .NET application."

"The MSChart.exe is released with a Windows Supplementary License Terms.  It means that the user who installs it need a valid license of Windows Operating System to run it."

The latter specifically for the chart control add-on for .NET 3.5. The chart control is a part of .NET 4.0 by default.
