If you want to use Microsoft Translator API, please go to Windows Azure Marketplace to sign up. And you can also see the details of charges on Windows Azure Marketplace.

I don't know what is the discounts. If you use 50MB or 100MB characters per day, you will require more than 1 Billion characters over a subscription month, please contact the Microsoft Translator Licensing Team at [e-mail].

1 billion characters = 1,000MB characters, and 1.5 billion characters = 1,500MB characters.
