Microsoft Translator API free quota for commercial use

Question

Hi!

I see that Microsoft provides Translator API usage under 2 millions of characters per month for free. So I have a question: is it legal to use such subscription in paid (probably mobile) applications? Of course if I limit this usage to 2 M/month.

Actually I have a list of words (average number of letters is under 2M) and I want to translate this list (make local dictionary, "dump"). And then I want to use it in my applications.
