Can URLs be "whitelisted" when using Bing search API?

Question

When using the Bing web search API the number of candidates it returns is limited to 50 per search.  Is there a way to "whitelist" URLs so the 50-candidate quota is not wasted on URLs I wish to skip?

If you want to limit the domains of search results you can augment your query with the Bing advance search operators NOT and SITE: as illustrated here:

http://msdn.microsoft.com/en-us/library/ff795633.aspx (NOT)

http://msdn.microsoft.com/en-us/library/ff795613.aspx (SITE:)

For example, to query the term "XBOX" but exclude domains XBOX.COM and XBOX360.COM, set your querty term to:

XBOX NOT (site:xbox.com) NOT (site:xbox360.com)

Here is that query from the regular Bing Search Engine Results Page

http://www.bing.com/search?q=xbox+NOT+%28site%3Axbox.com%29+NOT+%28site%3Axbox360.com%29+&qs=n&form=QBRE&pq=xbox+not+%28site%3Axbox.com%29+not+%28site%3Axbox360.com%29+&sc=2-48&sp=-1&sk=

Here is that query from the regular Bing API Offers on Azure DataMarket

The queries above issue a request for "XBOX" but exclude all results that have the domain xbox.com or xbox360.com
