Sharepoint 2010 Error - Cannot connect to the configuration database.

  • Hi All
          I was hoping someone could help me with an issue we are having with our sharepoint 2010 site. We have a single Virtual server that runs our SQL and sharepoint instances on the same VM. One of our sys admins Ran Windows update on the server last night. There were a few SQL updates since the update now when you try to open any sharepoint site you get the error message "Cannot connect to the configuration database."
    The Central Administration site opens just fine. 

    Sofar I have:

    Stopped and started the APP pool for Sharepoint:80
    IIS Reset /noforce
    Restarted the server

    Followed this technet article:

    Ran - stsadm -o setproperty -pn database-connection-timeout -pv 45   which completed successfully
    Ran: psconfig -cmd upgrade -inplace b2b which game me the following:

    Successfully completed the SharePoint Products configuration.
     
    Total number of configuration settings run: 4
    Total number of successful configuration settings: 4
    Total number of unsuccessful configuration settings: 0
    Successfully stopped the configuration of SharePoint Products.
    Configuration of the SharePoint Products has succeeded.
     
    I have also verified the account running the app pool has the required permission the SQL Server database.

    But im still getting the error Cannot connect to the configuration database
    anyone have any idea why this is happening?
