The UDF specification in its version 2.60 added Pseudo-Recording support for BD-R in the same mode. This functionality is meant for so-called packet-writing or 'live' UDF recording. IMAPI is meant for mastering. UDF 2.50 is the standard to use for BD-R
recorded in mastering mode. (You can write the version as 2.60 if you want to, but 2.50 and 2.60 do not differ as far as mastering goes.)
So I have to answer your question with a question: what do you need UDF 2.60 for on BD-R? If you are looking for Pseudo-Recording support, it seems you are not looking at the right tool with IMAPI. Instead you need to use the live UDF support in Windows
(i.e. format the media in Windows Explorer).
