Use a persistent storage mechanism instead of the local storage. Use a storage mechanism like windows azure blob or table storage. That way you won't lose your resources. But if you store them on the local storage, every time the instance gets recycled or redeployed, you lose all data that is locally stored on that machine.
The information about windows azure blob storage:

Hi - thanks for the question - Are you saying that even with the cleanonrolerecycle setting, you're still seeing them get cleaned on recycle? Also, please note that due to failover, you should not count on local storage ever being "durable". It's a convenient place to store things, but you should not put data there that you don't want to lose.
Instead, as Alexander said, please look at using Blob storage (another link here: http://www.windowsazure.com/en-us/develop/net/how-to-guides/blob-storage/) or Table storage (http://www.windowsazure.com/en-us/develop/net/how-to-guides/table-services/). You can read about all storage offerings in Azure here: http://www.windowsazure.com/en-us/develop/net/fundamentals/cloud-storage/
Let us know if you have further questions!
