Is it possible to make a desktop application with the help of silverlight 3-beta?

Can anyone tell me whether it is possible to make a desktop application which can work online as well offline with the help of silverlight3 beta?
what other technology I can use for making such smartclient application?

I don't know if this is what you meant, but you can make an "out of browser" application with Silverlight 3; see for example http://silverlight.net/learn/learnvideo.aspx?video=187318 and http://msdn.microsoft.com/en-us/magazine/dd882515.aspx
