Can't connect to MS service for WinStore/Skydrive/Developer License/Switch user even though networks is available

I encountered a weird question, even though the network is available, the connection to MS service fails.
when I try to connect Skydrive/winstore, Win prompts "check your internet connection, and then try again"
when trying to switch local account to MSaccount, it prompts "sorry, we couldn't connect to MIcrosoft services right now, if this problem persist, search for "network problems" on the start screen."
similar issue also exists when to apply the develop license.
however, i can use sports/news/weather APP normally.
I promise the network is available.
